The National Reconnaissance Office releases patches for its missions but after 2013’s octopus patch the White House established they have final approval, which they exercised recently when the NRO tried to squeeze in a Ricky Bobby quote, “If You Ain’t First, You’re Last”, from Talladega Nights (even trying it in Latin after the first attempt) only to have it rejected in favor of “Explore – Discover – Know”.
